1/10th Scale I.C. OVAL ASCAR R/C RACING SERIES
RULES FOR YEAR 2001 SEASON
1.1   SIGN IN and REGISTRATION.
All competitors must sign in, and register with the race organizers, showing proof of BRCA membership, before they will be allowed on the track. (BRCA competition licences, and Race number registration cards should be shown to race organizers.)  - This is for Safety, and Insurance reasons.
All drivers must be in possession of a current BRCA license.
Race numbers should be registered, through the BRCA Oval section membership secretary.
Cars must be run with their numbers, on the body shell, as per the Full-sized cars.
Suggested sizes.    Car sides. 5cm. High. (min)
                                     Car roof.   7cm. High. (approx.)
          
1.2   PRACTICE.
Where time permits, free practice will be allowed at the discretion of the race organizers.
All cars must run with their body shells in place, during practice periods.
All drivers must drive from the drivers' rostrum during the practice periods.
Only the mechanics, or marshals can recover the cars during practice. No cars should be impeded during the recovery of these cars.
A maximum of 10 cars are allowed to practice on the track, at any time.

1.3   DRIVERS BRIEFING.
Prior to the start of the days racing, the track officials shall call a Drivers Briefing, to explain and discuss the racing procedure, any local ground rules, event regulations, and rule clarifications. All drivers, pit crews, and race officials are required to attend. It is the responsibility of the driver, to see that he and his crew are present. Failure to attend this meeting may result in a penalty to the driver.

1.4  PRE-RACE TECHNICAL INSPECTION.
At all National Events, cars must go through a pre-race technical inspection, to insure compliance with the ASCAR R/C RACING Series rules and technical specifications. Each car will be weighed, measured and visually scrutinized, before being allowed to take to the track. Each car passing scrutineering will be marked. No car without a technical approval mark will be allowed to race.
Any car not complying with the rules, will be given the opportunity to correct the problem.

1.5  QUALIFYING.
Order of qualifying will be notified to all drivers, after check-in is complete.
If a driver misses his qualifying run, he may be allowed a 2 lap qualifying period, after all other drivers have finished their runs. If no qualifying run takes place, then the driver must automatically start from the back of the grid. Qualifying will allow individual cars to run alone on the track, for a maximum of 4 laps, this to include a warm-up lap, two timed laps, and a slowing down lap. The fastest lap determining start position. If there is inadequate time to run this system, or at the discretion of the Race Director, a "pill draw" system can be incorporated. This requires the Race organizers to draw at random, from a bag, a number that has been allocated to each driver, to determine his race start position.
  
PLEASE NOTE.  Qualifying, Heats, and Finals all require transponders to be fitted to the cars. This is the responsibility of the driver or mechanic. Remember if no transponder is fitted to the car, no laps can be counted!

1.6  HEATS.
Where possible four rounds of heats will be run. - The best 3 to count. (There should be a minimum of at least three heats.) Heats to be of up to five minutes duration. This to be at the Race Directors discretion, prior to the start of the meeting. Sports Class heats and finals will be run separately to Pro Class heats and finals.
Qualifying times will determine the start positions in the heats. Depending on the total number of entries for the race, heats will be split into equal numbers of competitors. For example, if there were 24 drivers entered, then there would be 4 heats, each with 6 drivers competing. (Or 3 heats with 8 drivers in each?) The fastest overall qualifier will start in position 1, in heat one; 2nd fastest qualifier will start in position 1, in heat two; 3rd fastest qualifier will start in position 1, in heat three; 4th fastest qualifier will start in position 1 in heat four…then the 5th fastest qualifier would start in position 2, in heat one; 6th fastest qualifier would start in position 2, in heat two, etc…until the last qualifier, would take the 6th place start position in heat four! Start of heats to be a rolling start, and of a staggered nature. (In the order 1 to10 round One, 4 to 10.1.2.3 round Two, 7 to 10. 1- 6 round Three, 3, and 2 to 10.1 round Four.) Or which ever is the more appropriate.
Failure to make the start, or any restarts during the race is to be made from the pit lane only, if applicable.
1.7  FINALS.         
            A maximum of 10 cars will make up each main event.
         *See Note.  (System A.)
           
*If a club is only able to lap count a maximum of 6 cars per heat/final, then an alternative System B, could be employed.
i) Explanation.
The top 6 qualifying cars will automatically transfer into the "A" Main final. The remaining cars will be placed into the lower mains, based on their qualifying positions.
These positions are worked out from the results from the qualifying heats. A points system is used where First place earns 1 point, Second place 2 points, Third place 3 points, Fourth place 4 points, and so on…
The six drivers earning the least points, would transfer automatically into the "A" Main. (The driver with the lowest score, taking Pole position.)
Ties would be decided by qualifying times. (If there is still a tie, the driver with the most first place wins, goes into Pole.)

i)   "A" finals will be up to 30-minute duration.
ii)  "B" finals will be up to 20-minute duration.
iii) All other finals will be up to 10-minute duration.
iv) Cars must cross the finishing line under there own power to be counted.

Note: The duration of the finals may be subject to variation depending on the day, by committee members in attendance.

SYSTEM A - Example.     (10 car finals, no race time limitations.)
If 28 cars were taking place in the event, then the cars that finished in 19th to 28th positions, after the heats, would run in the "D" final, the top 4 cars from this race would bump up to the "C" final, joining the cars that finished in 13th to 18th positions, after the heats.
Then the top 4 cars from the "C" final, would bump up to the "B" final, joining the cars that finished in 7th to 12th positions, after the heats. Finally the top 4 cars from the "B" final, will bump up to the "A" Main final, joining the cars that finished in 1st to 6th positions, after the heats.

SYSTEM B - Example.       (6 car heats/finals, possible race time limitations.)
If 18, or more cars are taking place in the event, but the lap counting system can only count 6 cars at a time, then the cars that finished in 13th to 18th positions, after the heats, would run in the "D" final, the top 2 cars from this race would bump up to the "C" final, joining the cars that finished in the 9th to 12th positions, after the heats.
Then the top 2 cars from the "C" final, would bump up to the "B" final, joining the cars that finished in the 5th to 8th positions, after the heats. Finally the top 2 cars from the "B" final, will bump up to the "A" Main final, joining the cars that finished in 1st to 4th positions, after the heats.
If the lap counting system can only count a limited amount of laps, or there are no facilities for safely pitting the cars, then the finals could be as follows.
"D" Final - 10 minutes.
"C" Final - 10 minutes.
"B" Final -  2 x 10 minute races.
"A" Final -  3 x 10 minute races.

1.8   POST-RACE TECHNICAL INSPECTION.
At all National events, the top Four A-Main finishing cars must be impounded, and the top three cars must complete a post-race technical inspection. Once checked, the race results can then be made final. (The Fourth place car will be an alternative, should any of the others be disqualified.)
At the end of the A-Main, all finishing cars must be stopped and stay on the track until the results have been announced. (Drivers or pit crew can shut off engines, but no other work is allowed.)
The top three cars will be re-checked for any rule infringements, and if any car is found to be illegal, it will be disqualified from the event, and have any points awarded, relinquished.
The next car would be awarded the place finish, and points, and all other car results would be moved up!

2. SAFETY.
The entrance and exit from the track must be protected to prevent cars from accidentally leaving the racing surface in the direction of the pit, or spectator areas.
No car will be allowed on the track, with a leaking fuel system.
No car will be allowed to practice, or race without its body shell securely fitted.
There must be an accessible fully charged dry-chemical fire extinguisher.
The race activities must always display the maximum safety for all spectators, drivers and officials.
It is recommended that all mechanics hold at least a non-racing B.R.C.A. membership.

RACE STARTS.
2.1 Drivers will be given the following details for the starting of all races.
2.1.1      Drivers will be called by race control stating their race number.
2.1.2A horn will then sound to give a 2 minute warning for the start of the race.
2.1.3Indications will also be given at 1 minute and 15 seconds.
2.1.4The race will be started by the sounding of a horn.
All drivers must be in the right position on the rolling grid prior to the race start. Failure to do so may result in a 2-lap penalty.

Drivers not on the track before the 15-second warning must start from the pit lane (or some other specified area).

PIT STOPS. - REFUELING.
2.2 Drivers can pit at anytime while the race is running to re-fuel. At tracks with no pit lane the car must be removed from the racing surface to a specified re-fueling area, which must be at least 1 metre from the track and also be protected from cars still racing, leaving the circuit.

Note 1. Any car requiring repairs during a pit stop, must be removed from the pit lane. When returned, it must be placed at the back of the field.
Note 2. Tyres can also be changed during pit stops, but only tyres making up the two sets allowed for the race meeting, can be used!

2.3 RADIO CONTROL EQUIPMENT.
Only the radio frequencies as specified in the BRCA handbook may be used. (26.96 to 27.28MHz and 40.66 to 41.00MHz)


3. GENERAL RULES.
3.1 All cars must have a de-clutching device, and have an operating brake capable of stopping the car and holding the car motionless with the engine running.
3.2 Spare N/A
3.3 The BRCA 1/10 IC Section Steward will be in control of driving standards, interference decisions, protests, and rule applications. The Stewards decision will be final.
3.4 All interference claims and any protests MUST be referred to the Steward. The Race Director in consultation with the Steward will agree any subsequent action. All direct approaches to the Race Director, or Timekeeper will be ignored.
3.5 Any driver claiming interference must have his car removed from the track by the marshals, and switch off his radio gear, and see the Steward WHILE THE RACE IS STILL IN PROGRESS.
The Steward will use the following guidelines
i) To ensure continuity no qualifying heat will be stopped unless the Steward is satisfied that two or more drivers have detectable interference.
ii) The Steward will aim to provide each competitor with TWO heats free from extraneous interference.
iii) The Steward will check interference possibilities with all drivers before the start of semifinals and finals, and these races will not be stopped unless the Steward and Race Director are satisfied that on site interference is occurring. A driver claiming interference must switch off, and report to the Steward immediately.
iv) At the discretion of the Race Director, any competitor found with equipment causing on site interference, will be disqualified.


3.6 This is a NON-CONTACT formula. Races held on Oval tracks, will be run in an anti-clockwise direction.
The Steward will also monitor driving standards and competitors behavior. At the discretion of the steward, a driver may receive a warning for a minor infringement, for further offences during heats, or finals 10 laps will be deducted, and finally for a third offence the steward may disqualify the driver from the days racing, by showing him a black flag, and displaying the drivers' number. In SERIOUS circumstances, the steward may disqualify without warning, where he considers the infringement or miss-behavior to warrant such a penalty. As a guide to the drivers, the following driving standards are expected: Slower cars are to give way to the faster cars, and the drivers of the slower car should call his intention of moving off line. Deliberate collision from behind with an on line car at a corner (T-boning) will be regarded as an unacceptable practice.
3.7 Any driver not fulfilling his marshalling obligation will be penalized by loss of fastest time. Drivers MUST arrange for a BRCA licensed member who is a competent person, as a substitute, if they are unable to marshal for any reason, unless the Race Director considers special needs apply.
(The scrutineer will have his marshal point covered at all times, while scrutineering.)
i)  Drivers to marshal the heat following the one in which they race, except last heat drivers, who marshal heat 1.
ii) Drivers of the LAST final will marshal for the first final.
iii) All other finalists will marshal the final, following the one for which they have qualified.
iv) Marshals are to retrieve inoperative cars from the track and leave them for collection by the mechanics only. Where a car stops on the infield, then the marshal is to retrieve the car and place it on the outside of the track at the nearest point without crossing the track as appropriate.
3.8 A Race Director, or Steward may request inspection of any entrant's car, at any time to cover any, or all-applicable specifications.
3.9 Any part of a car may be substituted during a race except the chassis. The chassis may be changed with the approval of the Race Director. The essence of this is that a car cannot be replaced, or substituted once entered into a days racing.
3.10 Mechanics are only allowed to retrieve their cars from the track, by walking around the track to the appropriate marshal point. They are not to cross over the track from the pits, or outside the pits, when the race is in progress or warm up. If a car stops inside the track, the marshals will be the only people allowed to retrieve the car and place it on the nearest point on the external part of the track. Any pitmen found running across the track will have their driver appropriately penalized, as felt fit by the race director.
3.11 Only one mechanic per car is allowed to attend to a car in the pits at any time. More than one will cause the driver to lose his FTD. If continued this will cause the driver to be disqualified from the days meeting. The only other people allowed in the pits will be for officials and BRCA committee members.
3.12 Any driver or his representative using foul or abusive language, or found to be under the influence of alcohol or drugs, will cause the driver to be excluded from the meeting.
3.13 Car Weights. (Without fuel, and transponder.)
i)  2 or 4WD  .15 engine cars minimum of 1900 grams.
ii) 2 or 4WD   .12 engine cars minimum of 1750 grams.
3.l4 Anything not covered by these rules will not be allowed, unless approved by the committee member(s) in attendance. 

4. TECHNICAL SPECIFICATIONS.
4.1 Race Classes
i)  2 and 4 WD  'Sports Class' .12  and .15 engine cars. (No mods, single speed, pull start.)
ii) 2 and 4 WD  'Pro Class'      .12 engine cars.
4.2
i)  Single speed Gearboxes only shall be used in the "SPORTS" Class.
ii) Gearboxes up to 2 speeds will be allowed in the "PRO" Class.
iii) Fully independent suspension will be allowed on all classes.
iv) The front bumper must be fitted to the car to the same shape of the body shell, and material as supplied in a 'standard' kit car. (Soft neoprene/Foam)
The bumper must not protrude outside the body, nor shall it be cut down beyond the shape of the body, also constructed so as to minimize injury that may result from being hit by a car.
4.3 All engines shall be air-cooled. With front rotary valve, two-stroke induction type, with a maximum of four ports including the exhaust port. No form of forced induction is allowed, or any form of variable port timing. Only glow plug ignition using standard ¼ UNF glow (non turbo) plugs are permitted.
For the 'Sports Class' the engines must be side exhausts only. - (Unless a rear exhaust engine is supplied with kit, as standard. - please provide proof of this, to race directors!)
4.4 ENGINE DIMENSIONS.          SPORT    or  PRO Scale Oval

4.5  No filing, grinding or other modification to manufacturers machined surfaces.
4.6  No holes in the piston and no additional holes in the liner are allowed.
4.7 The engines must be fitted with an adequate silencing system and must not exceed 77dbA at 10 meters.
The maximum internal diameter of the outlet pipe is 5mm. A permissible tolerance of 0.2 mm will be allowed. (Any outlet pipe internal diameter of over 5.2mm will be illegal for use) The minimum total length of the outlet pipe is 10mm for scale .12 engined Oval cars, and 15mm for .15 engined Oval cars.
4.8 EFRAs engine and silencer rules will be used for .15-engine cars.
4.9 Car dimensions. Sport class .12,or .15 engines       Pro class .12engines
i)   Wheel base                        260mm - 280 max.               250 mm - 270 mm max.
ii)  Overall length (including spoiler) 490 max.               360 mm - 460 mm max.
iii) Overall width (with body)               250 max.               175 mm - 210 mm max.
iv) Overall width (without body)                                        170 mm - 200 mm max.
4.10 Fuel tank, fuel tube and any external fuel filters are not to exceed a total capacity of 75cc. It is up to the driver to check that he does not infringe this rule, prior to racing. If his tank capacity is found to be over by the scrutineer when checked, he will be disqualified from the days meeting.
4.11 Fuel may only contain Methanol, Oil/Lubricant and Nitro methane. The specific gravity of the mixture may not be heavier than 0,87 based on normal oil densities; this will give a maximum of 16% nitro. Verifying this will be done by a simple floater called 'Nitromax 16', which is commercially available. Any fuel found to be illegal would disqualify the driver from the meeting.
5.  BODY SHELLS.
5.1 Classes
Both classes must be fitted with a NASCAR/ASCAR style body shell.
Suggested bodies suitable are available from PROTOform, HPI, Hot Bodies and Bolink.
(Any car running without an approved NASCAR/ASCAR Style body shell, will not be counted towards the BRCA/RRCI/ASCAR R/C NATIONAL Series Points Table! - N.B. They will only be allowed to take part in the lowest final, even if they have qualified for a higher position! -After one meeting, drivers MUST comply with the rule above. This rule allows for members to try out this NEW formula!)
5.2 No aerodynamic performance aids, or additional spoilers are to be fitted to the bodies. (No Touring Car wings!)
Only those spoilers supplied with the NASCAR/ASCAR body shell to be used, or as part of the body. These should be no wider than the body shell at the top of the boot lid/attachment point, and project no higher than the roofline.
5.3 Body-holes. Both classes.
i) Front windshield.                Maximum.  50mm diameter circle.
ii) Roof for re-fuelling.
                  (If required?)          Maximum.  30mm diameter circle.
iii) Roof, glow plug access.  Maximum.  20mm diameter circle.
iv) Roof, for mixture
                        adjustment.      Maximum.  10mm diameter circle.
v) Hole for aerial tube.           Maximum.  10mm diameter circle.
vi) Exhaust hole.                     Maximum.  20mm diameter circle.
5.4 All windows must remain transparent. Only the front side windows and the rear window may be removed in part or whole, with the side rear windows remaining intact.
5.5 Body lines
i)  Details of all the front and rear lights, grills, air intakes etc. must be clearly contrasted from the surrounding paint work
ii) The bodies are not to be cut above the original body line, at the front, side or back.

6.  TYRES and RIMS.
6.1 Scale Oval Classes
ii) For non-series races, tyre choice will be at the discretion of the race organizers, at their local clubs.

iv) For the 2001 season, during the BRCA/RRCI/ASCAR R/C NATIONAL series races, only rubber tyres may be used as long as they do not have a recommended retail price of over £10.00 per pair.
ONLY TWO SETS OF TYRES, PER MEETING ALLOWED.
Any inserts can be used.
Rims used should reflect the scale nature of this series.
6.2 All types of tyre additives (including tyre cleaners) are prohibited from use by all car classes, except for the use of water. Anybody willfully found using these substances, will be disqualified from the days racing.
6.3 All wheels/tyres are not, to protrude outside the bodyline.
6.4 All tyres are to be black in appearance. No other colour will be accepted.

7.   DEFINITIONS.
7.1 The exhaust port height is considered to be the distance from the crown of the piston to the uppermost point of the exhaust point of the exhaust port measured with the piston at the bottom dead center of its stroke.
7.2 The crankshaft hole for 2-WD .15-engined cars and Scale Oval .12 engine cars shall have a maximum diameter of 7.0 mm at its end. The hole can be finished with a continuous unbroken chamfer with a maximum width of 0.5 mm if this required for manufacturing purpose at the crank web end.
7.3 The carburetor bore diameter restriction, is to be measured at the smallest section of the carburetor bore above the point where the fuel enters the carburetor throat.

8.  ENGINE PRICE LIMIT.
8.1 Maximum price for scale Oval car engines is £140.00

9.   RACE ENTRIES.
9.1 Entries will be limited to first come first served. Where the entries are oversubscribed, organizers will return entries after the maximum has been reached.
We suggest you contact the Club hosting these races, in advance, to check availability of entries, and Race Fees.

10.  SUMMARY. Construction rules.
10.1 Sports Class - Technical Specification
      i)  Only engine as supplied with standard kit. (Can be of .12, or .15 sizes, but MUST be original engine.)
ii) Pull start only. (Must be operational)
iii) 16% nitro fuel (max.)
iv) Single speed Gearbox only.
v) No tuned pipes. (Unless supplied with standard kit.)
vi) 2 WD, or 4 WD.
vii) .15 powered cars. 2wd or 4wd 1900g - .12 powered cars.  I 750g  minimum weights.
viii) Standard cars only, fitted with original Shocks, springs etc.
ix)  No Pan cars allowed.
x)  The only modification to SPORTS Class allowed, will be the strengthened of some steering components. ie. Tie rods, and Ball ends, and servo saver linkages. - For strengthening only, NOT "performance enhancing!" (Original kit manufactured parts only.)

·NO MANUFACTURERS OTHER HOT UP OPTIONS ALLOWED. (E.g. No Carbon, or alloy add-ons.) Please note, any items that look like modifications, but are standard, need to be substantiated by a letter from the importer/manufacturer or by a brochure.
·If you cannot prove it is a standard car, (in the spirit and letter of the SPORTS class, then it will have to race in the PRO class! - It is the responsibility of the competitor to prove the car is standard, and NOT the scrutineer who would be entitled to simply re-classify the car into the PRO class, if any doubt exists.
·10.2 Pro Class - Technical Specification
·i)  Side, and Rear exhaust engines, if supplied with kit allowed.
·NO ENGINE above .12 allowed.
· Tuned pipes allowed.
·ii)  Starter boxes, and pull start cars allowed.
·iii) 16% nitro fuel. (max.)
iv) Two speed allowed.
·v)  2 WD, or 4 WD.
            vi) 1750g minimum weight
·vii) Any commercially available manufacturers HOT UP OPTIONS are allowed, so long as they do not contravene the above-mentioned rules, and are not structural modifications.
·viii) No Pan cars allowed.
11. Ball bearings may be used as a replacement for bushes in both classes.

12. AWARDS and TROPHIES.
12.1 Concours Award.
Concours competition is strongly recommended, to help promote the ASCAR R/C Series.
The concours winning shells can only win once during a season, and MUST be raced in at least one heat, to compete in competition!
12.2  Trophies.
Clubs should award trophies to the 1st, 2nd and 3rd place finishers in both "SPORT", and "PRO" classes.
Plus a Trophy for the best Concours.

           
THIS SET OF RULES ARE FOR THE 2001 SEASON ONLY, A FULL SET FOR THE 2002 SEASON WILL BE RATIFIED AT THE SECTION CONFERENCE, TO BE HELD DURING OCTOBER 2001.
